Review log levels and make OntoDebug logs identifiable

In http://protege-project.136.n4.nabble.com/Possibly-Faulty-Formulas-td4670226.html a user is wondering about the diagnositic messages and their meaning produced by the OntoDebug Plugin.

In order to prevent confusions about these messages change the log level for messages from INFO to DEBUG for messages that have not a high information value for the standard user (e.g. messages of diagnosis model generation, settings for consistency check, etc) in order to make them invisible to the standard user and TAG those log messages of type INFO with an identifiying ID like the explanation workbench does by using [Explanation] as starting tag.
